As far as the double tap, Holly and I were both in the forces and part of it was combat training. So yeah double tap to the center of mass. Good eye Wraith. I have heard of people who need to be assured of a quick kill actually doing a drill where it's two shots to the chest followed by one to the head, but I don't think even that would have helped here, if you notice the faint blue that her bullets are hitting, it's a personal shield. I would then assume that the shield extends up over the head, otherwise it becomes fairly useless. Also, cops are generally trained to go for disabling rather than killing.
